Mayor Rahm Emanuel wants to stop the crime in Chicago?

He should do this!

We’re going to make sure all children are reading at proficiency by the 3^rd grade. 

That would have huge ramifications, because kids who are reading at proficiency by third grade are much less likely to drop out of school, much more likely to go to college, and it’s a lot easier to teach a child to read in the third grade than the ninth or tenth grade.

There are a lot of very smart psychologist, criminologists, teachers, social workers, and other professionals who know how to stop the crime in Chicago.  The young men who commit the neighborhood crimes, know how to stop the crime in Chicago.  You know how to stop the crime in Chicago.  We all know how to stop the crime in Chicago!  

The crime in Chicago will end as soon as enough people make consistent demands that the crime in Chicago has to stop!

We listen to music way too much!

Can listening to NPR (National Public Radio) improve the quality of life for low income African Americans (Blacks)?

I think so!   I emphatically believe “we” African Americans listen to music way too much!    I believe most Americans listen the music way too much.

Here in Chicago’s low income African American neighborhoods you can see and hear the results of being uninformed and misinformed. 

There are a lot NPR programs on the radio and millions of the public radio programs and podcast on the internet.   If "we" informed Americans post public radio information on a social media platform a few times every week we will slowly but surely raise the intellect of all Americans.

The Slow Implosion of African American (Black) Neighborhoods

Would it be more efficient to allocate resources to teach low income children to read and write at, or above grade level than to spend millions of dollars for band-aid social services, or incarceration?

I am not an economist or social scientist, but I would think so.    However there is so much money made off of the generational dysfunction of the poor and low income families, the benefactors of that dysfunction are not interested in innovative ways to improve the education of low income students.  

So the crime, the dysfunction, the slow implosion of low income African American (Black) Chicago neighborhoods will continue.

The most obvious conclusion is that different parts of the city are headed in entirely different directions, a trend that likely explains why certain neighborhoods are as safe as Toronto and others are as scary as Caracas. 

The leading indicator is education, how far you've gone in school. With factory work largely either outsourced or automated, your chances of earning a good living vary dramatically based on whether you've graduated from college.

Fighting Racism or Helping Black (African American) Students

I wish there was a Black Lives Matter type movement that would focus on helping low income Black (African American) students succeed in elementary school and high school.   I wish there was a Black Lives Matter type movement that would focus on helping all Black (African American) students succeed with their postsecondary education.

African Americans (aka Black People) spend too much time fighting racism and racial bigotry.

In some ways, they (Black boys) are trapped within a sociological predicament. They begin school already, on average, behind their peers. Often, they enter into classrooms where there are lots of other kids who are not necessarily well behaved, where other students are struggling. They are taught their racial and gender identity by others, including other kids, in the school.

So they end up actually behaving according to a script that they don't necessarily subscribe to, but which seems a requirement to fit in and be accepted by their peers and maybe even by some of the adults.
