The political and civic leaders in Chicago IL really don’t believe it is possible to develop crime free low income neighborhoods. If they did not one CPS student would struggle in school year after year, graduating not prepared for post secondary education. If Chicago’s Political and civic leaders want to stop the crime they would ask the federal government to develop a targeted universal basic income program for families that need financial support. If a pandemic, protests, and looting has not changed the mindset of institutional leaders in Chicago, what will?
