When I attended the Chicago Public Schools in the 60's and 70's, the CPS was a " if your parents don't care, why should we" education system. Now that is the real challenge of public education for low income African American children. If African American students are not blessed with caring parents with resources, or have an intrinsic motivation to succeed in school those children are at the mercy of an antiquated education system.
