Who's Fault Is That?

Only 8 of 100 freshmen who enter Chicago public high schools manage to get a college diploma.

Who's fault is that?   The Parents?  The students?  The Chicago Public Schools?  The Chicago Teachers Union?   Poverty?   

Attending a four year college right out of high school  is not the best choice for most CPS students, but all students should be prepared for some form of post secondary education.
